3 Requirements for Permanent Residence
REQUIREMENTS
Under Article 22(2) of the Immigration Control Act, permanent residence has 3 requirements. How you substantiate each determines approval or denial.
Good Conduct
No history of criminal punishment (imprisonment, fines) under Japanese law. Repeated illegal acts or socially disruptive behavior in daily life also disqualifies.
Independent Living (Assets · Skills)
Must not be receiving public assistance and must be able to support yourself now and in the future. Assessed at the household level — income, savings, real estate assets are considered. The general benchmark is annual income of around ¥3 million.
National Interest (10-year residence + public obligations, etc.)
In principle, continuous residence in Japan for 10 years or more (with 5+ years on a working/居住 status), proper fulfillment of public obligations (tax, pension, health insurance, immigration reporting), and holding the longest residence period are required.

Pension / Health Insurance Late or Unpaid
Issue
Late payments within the past 2 years are evaluated negatively. Even if paid later, it is not considered "remedied."

Permanent Residence Cancellation System (Effective April 2027)
IMPORTANT NOTICE
Under the revised Immigration Control Act enacted in June 2024, the permanent residence cancellation system will take effect from April 2027. We provide this important information regarding ongoing residence management after obtaining permanent residence.
New Cancellation Grounds

- Imprisonment for theft, fraud, dangerous driving causing death or injury, etc.
Exempted (Will Not Be Cancelled)
- Difficulty paying due to unavoidable circumstances such as illness or unemployment
- Minor violations of reporting obligations
- Special permanent residents are exempt
After obtaining permanent residence, continuous payment of taxes and social insurance premiums and fulfillment of immigration reporting obligations will become more important than before. Q. How many years of residence are needed for a permanent residence application?+
A. In principle, 10 years of continuous residence is required, but there are exceptions. Spouses of Japanese nationals: marriage 3 years + residence 1 year; long-term residents: 5 years; highly skilled professionals 80+ points: 1 year, etc. The route differs depending on your residence status and situation.
Q. How much annual income is required?+
A. No specific amount is publicly disclosed by Immigration, but in practice annual income of around ¥3 million is a benchmark. With dependents, an additional ¥500,000-800,000 per person is required. Household income, savings, and real estate assets are comprehensively considered.
Q. How long does the review take?+
A. Per Immigration Services Agency nationwide average (January 2026): about 295 days (~10 months). This is significantly longer than other residence statuses, and Tokyo Immigration jurisdiction may take even longer. Those with visas expiring soon need separate visa renewal procedures.
Q. Can I apply with a "3-year" residence period?+
A. Yes, until March 31, 2027 (Reiwa 9), under the transitional measure, "3-year" residence period is also treated as "the longest residence period." Some applicants benefit from applying within this transitional period.

Q. If I had late tax/pension payments, can I apply after paying them?+
A. Late payments are not considered "remedied" even after paying. From the new application date, public obligations must be properly fulfilled within the new verification period (5 years for resident tax in working visa cases, 2 years for pension). You need to wait until the last late/unpaid record falls outside the verification period.
Q. Can I apply if dependent on my spouse, even without my own income?+
A. The independent living requirement is judged at the household level. If household income, savings, or assets together demonstrate stable living, the requirement may be met. Spouses of Japanese nationals/permanent residents are exempt from the independent living requirement itself. However, the supporter's public obligations status will also be checked.
Q. I have long or frequent overseas stays. Will it affect my application?+
A. A continuous overseas stay of 90+ days, or 100+ days total in any 1-year period, may be judged as interrupting "continuous residence." If there are reasonable reasons (business trips, family visits, etc.), substantiation through the statement of reasons may lead to consideration.
Q. I am an employee with tax withheld at source. Is that OK?+
A. Generally no problem. If non-payment occurred due to reasons not attributable to you (e.g., your employer failed to remit withheld taxes as a special collection agent), it should not be evaluated negatively.

A. No visa renewal is needed, but residence card renewal (every 7 years) is required. Address change and residence card item change reporting obligations also apply to permanent residents. With the cancellation system effective April 2027, continuous fulfillment of public obligations is also important.
